Add a qualifier statement to reports generated for buildings assessed at the design stage
I think this is important to prevent eTool reports being misrepresented for a building that was assessed at a preliminary design stage. This will be particularly useful for LCD Lite assessments where no As-Built assessment is conducted, but the builder wants to present the (potential) LCA results to the client without watermarks.
